Pet transport from Germany to Luxembourg or from Luxembourg to Germany is straightforward since both countries are members of the European Union. The rules follow the EU Pet Travel Scheme, which harmonizes requirements for the non-commercial movement of pets within the EU. Here are the key steps and considerations:

Your pet must be microchipped with an ISO-compliant chip. The rabies vaccination must be administered on the same day or after the microchip implantation.

There is a mandatory 21-day waiting period after the primary rabies vaccination before your pet can travel between Germany and Luxembourg. If your pet’s most recent vaccination is a booster given without a lapse in coverage, the 21-day wait period does not apply.

Rabies vaccinations valid for 1, 2, or 3 years are accepted by both countries. Other vaccinations are not required for entry but are recommended for your pet’s overall health, particularly if boarding facilities or frequent contact with other animals is expected.

Travel Requirements: Pets must travel with their owner or with a designated person authorized by the owner. If a designated person travels with the pet, they must do so within 5 days of the owner’s movement. If the pet is transported outside of this 5-day window, the move may be classified as a commercial movement and subject to stricter import rules.

Additional Notes: In Germany, dogs must be registered with the local municipality if they take up residence. In Luxembourg, dogs must be declared and registered with the commune of residence. Both countries also require payment of a dog tax once registered.

If you are transporting your pet more than five days before or after the owner or designated person, you will need to meet stricter import requirements and consider a commercial move, which increases costs and changes the EU import requirements and timeline.
